Where do I shoot sunrise if I can't climb temples?
Yeah, temple climbing got mostly banned after the 2016 earthquake. Best sunrise viewpoints now: Shwesandaw Pagoda mound, Tha Beik Hmauk terrace, North Guni Temple, or the Bagan Viewing Tower (paid, ~$43). All reachable by e-bike at 5:30 AM.
