In-Depth Review
Rooms and decor
Because it's a boutique of just 13 rooms, no two here are exactly alike. Some have high ceilings that open up to old oak beams, some pair contemporary artwork against raw stone walls, and some have a mustard-yellow Maltese wooden balcony — a gallarija — jutting out over the lane, the same kind of timber balcony you'll see hanging off old buildings all over Valletta. Open the balcony doors early and you catch the golden light hitting the honey-toned stone across the way, with church bells drifting up from somewhere down the street. Inside, the palette is soft, the cotton bedding is good, the lamps have a bit of design flair, and the marble bathrooms — some with a freestanding tub set in the middle — come with light, lingering local organic toiletries. The beds are soft and the mattresses thick enough that you wake up rested. Plenty of reviews note how quiet the rooms stay even in the heart of the old town, because those thick stone walls are natural sound insulation.
Food and amenities
Two things set Palazzo Consiglia apart, and they're the spa and the rooftop pool. Start with the spa: deep under the building is a large stone cistern, dug back when the Knights of Malta were building the city. Cisterns like these sit beneath old buildings all over Valletta, originally to hold rainwater in case of siege, and IK Collection turned the one under this palazzo into a small spa with a mood you genuinely won't find elsewhere — raw honey-toned stone, a low domed ceiling, warm dim light, total silence. Reviewers agree this is the thing that makes the stay stick in your memory. Up at the top of the building is a small rooftop pool with loungers and a bar facing the Grand Harbour, the natural harbour Napoleon once called the finest in the world. Across the water sit the Three Cities — Vittoriosa, Senglea and Cospicua — their stone houses packed down to the waterline, and at sunset the orange light on the church domes turns the whole sky and sea to gold. Breakfast is served as a set spread in the ground-floor dining room: fresh ingredients from the local market, just-baked bread, fresh Maltese cheese, eggs cooked to order and clear orange juice. It's not a big buffet, but the quality is good and the room is warm.
Location and getting there
The hotel hides on St Ursula Street, a narrow stone lane that slopes down toward the Grand Harbour, lined with honey-toned Globigerina buildings that have stood since the Knights of Malta ruled the island. It's much quieter than the main Republic Street, yet you can walk to St John's Co-Cathedral in 5 minutes, to Lower Barrakka Gardens in 2 minutes, and to Upper Barrakka Gardens in 8 minutes. The Valletta Terminus bus stop is about a 7-minute walk, and Malta International Airport (MLA) is roughly 20-25 minutes by car.
Things to know before booking
Straight talk to help you decide. The limit that comes up most in reviews is size: there are only 13 rooms and they fill fast, especially over summer (June to September) and during big events like the Valletta Carnival — if you're set on it, reserve 2-3 months ahead. Second, this is an old palazzo, and while the IK team restored it well and added some lift access, parts still rely on fairly steep old stone stairs; if you're carrying heavy bags or have knee trouble, tell the hotel ahead so staff can help and put you somewhere easy to reach. Third, St Ursula Street is a small lane that cars can't easily enter, so when the airport taxi drops you it may stop at the nearest point and leave you to drag your bags another 50-100 metres over slightly uneven Maltese paving — fine if your wheels can handle it. Last, on food: there's an evening restaurant on site but the menu is limited, so if you want a proper dinner, book a place around Strait Street or near St John's, a 5-10 minute walk away.
Our take
Having read through real reviews across Agoda (9.0), Booking (9.1) and TripAdvisor by the hundreds, Palazzo Consiglia - IK Collection is the old boutique palazzo for travelers who want Valletta's World Heritage charm up close and quiet. Three things stand out — the spa in the underground stone cistern from the Knights' era, the rooftop pool over the Grand Harbour with its heart-stopping sunset, and the quiet lane that walks to every landmark in 5 minutes. It suits honeymooning couples and boutique-luxury travelers who value atmosphere, history and close service more than the full feature set of a big resort. If you're coming to Valletta to wander the honey-toned baroque churches, sip wine by the Grand Harbour and sleep somewhere with a story in every step, this is your answer. If you're bringing young kids or want a big pool, a full gym and several restaurants, look instead at a resort around Sliema or St Julian's. Overall we give it 9.0/10 — a boutique that's worth every dollar if you know what you came for.

The Honest Verdict — pros & what to know
- A 16th-century palazzo that IK Collection restored with real care — the original honey-toned Globigerina stone walls, old timber beams and Maltese tile floors all came through beautifully.
- A small spa set in an underground stone water cistern that's centuries old. It's cool and hushed down there, and reviewers single it out as an experience you won't find anywhere else.
- A rooftop pool facing the Grand Harbour, looking straight across at the Three Cities — Vittoriosa, Senglea and Cospicua — with a little bar for an evening drink.
- The St Ursula Street address is far quieter than the main Republic Street, yet it's a 5-minute walk to St John's Co-Cathedral, 2 minutes to Lower Barrakka Gardens and 8 minutes to Upper Barrakka.
- At just 13 rooms the service is close and personal — plenty of reviews mention staff booking the ferry across to the Three Cities, pointing them to local restaurants, and flexing breakfast to order rather than sticking to a fixed menu.
- With only 13 rooms it books out fast, especially over summer and during big festivals, so plan on reserving 2-3 months ahead or you'll miss out.
- It's a restored historic building, and not every floor is reachable by lift — anyone hauling heavy bags or nursing bad knees may struggle with the old stone stairs, so flag it ahead of time and let staff help.
- St Ursula Street is a narrow pedestrian lane that cars can't really enter, so at check-in you may have to drag your bags 50-100 metres from where the taxi drops you, over Maltese paving that's a little uneven.

Insider Tips
- Ask for a room with one of the mustard-yellow Maltese wooden balconies facing St Ursula Street — open the doors early and the morning light hits the Globigerina stone across the lane, and you won't stop taking photos.
- Book your cistern spa treatment before you even check in. There are only a few slots and they go fast, especially in the early evening after a full day of walking.
- Head up to the rooftop pool around 17:30-18:30 for sunset over the Grand Harbour and the Three Cities — the orange light on the church domes across the water is about the prettiest view in Valletta.
