In-Depth Review
Rooms and decor
Picture a giant complex that packs a hotel, a casino, restaurants, bars, nightclubs, a small mall, a spa and a concert arena into one place, standing right on the Chaktomuk riverfront in Phnom Penh's Tonle Bassac district — that's NagaWorld Hotel & Entertainment Complex. Today it runs three main towers: NagaWorld 1, the original that opened in 2003; Naga 2, the newer one that opened in 2017; and the nearby Naga Suites, for 1,617 rooms in all, linked by an underground tunnel so you never have to step into the sun. Rooms start around 38–42 square metres, larger than the 5-star norm for Southeast Asia. Most of NagaWorld 1 leans classic and warm, with brown-and-gold tones, thick carpet and soft beds. Naga 2 feels more contemporary — lighter colors and big windows over the city and river. The standout is Naga Suites, where many high-floor rooms have an in-room jacuzzi with a full view of the river junction, especially at sunset when the water turns gold. Bathrooms are large with a tub separate from the shower, Wi-Fi is free, and there's a safe for your passport before you head down to the casino. Plenty of guests single out how soft the beds are and how well the rooms hold off the noise below.
Food and amenities
The complex packs in 27 restaurants and bars covering nearly every nationality — Cantonese dim sum at Yue Lai, Japanese sushi and teppanyaki at Mizuki, Italian at Soluna, an international buffet at NagaWorld Café, and Thai and Korean spots across the floors, right up to the nightclub Darlin' Darlin', which runs until morning. Round that out with two outdoor pools, the Spa NagaWorld brand and its Khmer-inspired treatments, a 24-hour gym, a 12-lane bowling alley, karaoke, and Naga Arena, which books Asian artists all year. At the centre of it all is the largest casino in Cambodia, open 24 hours and admitting foreign guests only, with blackjack, roulette, baccarat and hundreds of slot machines. One thing to flag: food and drinks inside cost well above Phnom Penh market rates, so if you want to save, it's worth walking out to Riverside or the BKK1 district to eat.
Location and getting there
NagaWorld sits in Tonle Bassac in central Phnom Penh, next to Samdech Techo Hun Sen Park, which opens onto the four-river junction and the riverside green space. Walk north along Sothearos road for about 15 minutes and you reach the Royal Palace, the National Museum and the Riverside strip full of restaurants and cafes; Independence Monument is a 10–15 minute walk. The most convenient feature here is the free PNH airport shuttle, which runs every 30 minutes and takes about 25 minutes to the airport — saving tuk-tuk or taxi fares both ways. Inside, the three towers connect by tunnel, so getting between the casino, the restaurants and your room never means going outside.
Things to know before booking
Straight talk to help you decide. The most common gripe is the sheer size of the complex — getting from your room to some restaurants can take 7–10 minutes, especially if you're in Naga Suites and want to eat at NagaWorld 1, which means walking the long connecting tunnel. Families with small kids or older travelers may find it tiring, and some balconies and walkways carry a cigarette smell, since Cambodia still allows smoking in some areas. The second thing to weigh is the casino and nightclub atmosphere, which keeps parts of the resort busy into the early hours and certain areas crowded around the clock; if you want calm, ask for a high-floor room in Naga Suites or Naga 2, away from the main casino floor. Watch the price of food and drinks, which sits well above Phnom Penh market rates — eat out at Riverside or BKK1 to save. Finally, some reviews note that restaurant service can be uneven when it's busy: meals run slow at times and some staff have limited English, though the casino and lobby teams are mostly excellent.
Our take
After reading through hundreds of real guest reviews, NagaWorld Hotel & Entertainment Complex is the best fit in Phnom Penh for travelers who want everything in one place — casino, nightlife, a wide spread of restaurants, a spa, a gym and the convenience of a free airport shuttle. If your idea of the trip is a late night at the tables, a morning swim, a breakfast buffet, an afternoon spa session and dinner with drinks at Darlin' Darlin' without ever leaving the building, this place nearly nails it. And if you're here for a meeting or a short trip where you want travel as simple as possible, the free airport shuttle is what wins it the edge over rivals in town. But if you're after a quiet, romantic boutique mood, or you want to soak up Phnom Penh's back-alley charm, a resort this size probably isn't the answer. Overall we give it 8.5/10 — best for nightlife-leaning couples, casino players, solo travelers who want full convenience, and families who'd rather have everyone occupied in one place without much trip planning.

The Honest Verdict — pros & what to know
- The largest integrated resort in Cambodia: 1,617 rooms across three connected towers, with a 24-hour casino and 27 restaurants, bars and clubs, so you never have to step outside.
- A free Phnom Penh (PNH) airport shuttle runs every 30 minutes and takes about 25 minutes each way — a real time-saver for short trips and solo travelers who'd rather not deal with cab fares.
- The Chaktomuk riverfront location is a winner: high-floor river-view rooms look out over the spot where the Mekong and Tonle Sap meet, and it's about a 15-minute walk to Riverside, the Royal Palace and Independence Monument.
- Rooms run larger than the 5-star norm for Southeast Asia, with soft beds and big bathrooms. The newer Naga 2 tower and the Naga Suites add river-view rooms, some with an in-room jacuzzi.
- Full-resort facilities cover all the bases — two outdoor pools, a spa, a gym, bowling, karaoke and the Naga concert arena, which hosts big events all year.
- The complex is so big that walking from your room to certain restaurants or pools takes a while, which can tire out small kids or older travelers. Some balconies and walkways carry a cigarette smell, since smoking is still allowed in parts of Cambodia.
- The casino and nightclub keep some zones busy into the early hours, and music from Darlin' Darlin' plus the machines in the lobby won't suit anyone who wants quiet. Ask for a room in the Naga Suites tower or on a high floor and it helps a lot.
- Food and drinks inside the hotel cost noticeably more than Phnom Penh market rates, and some reviews note that restaurant service can be uneven — when it's busy, you may wait a while.

Insider Tips
- Ask for a high-floor room in Naga 2 or Naga Suites on the river side — you'll get the Mekong–Tonle Sap junction view and sit well away from the ground-floor casino noise.
- Use the free airport shuttle both ways to save roughly $15 a trip, but check the schedule at the concierge, since it only leaves every 30 minutes and the queue can be long after a flight lands.
- To reach Riverside and the Royal Palace, walk north along Sothearos road for about 15 minutes — it's pleasant in the cooler evening light by the river, and beats a tuk-tuk that charges a premium for leaving a fancy hotel.
